In the standard boot up mode, the keyboard must usually function as a "legacy" device. In other words, it has to behave like an old PS2 keyboard. It's not a problem with most USB keyboards, that's what the "Legacy USB" setting in BIOS is for, but it may be a problem with a wireless keyboard.
If you have an old wired keyboard, plug it in and then boot up. Your arrow keys will probably work right to select safe mode. After you get the problem fixed, go back to wireless and enjoy.
