Windows 7: Taskbar drag & drop not working dual screen

I have my task bar set at the top of my screen, and it shows on my primary monitor of a dual monitor setup.

Until recently I was able to drag & drop my task bar to either my primary or secondary monitor.

For that matter, I could d&d the task bar to top, bottom, left or right.

Now, though in the options I can set it to top, bottom, left or right, I can NOT drag it to any of those positions, much less do I have the ability to drag it to my secondary monitor.

I have verified (and reset) that it is not locked.

I have gone to Properties:Start Menu:Customize:Enable context menus and dragging and dropping - and verified this is selected.

Anyone out there have any idea what could have gone wrong?

edit: WEIRD. I went to properties and set the tb to bottom. once I did that I was able to d&d it where I wanted it. Leaving this post in the event anyone else stumbles on this anomaly.
