Problem with new user profiles

Hello,

Every time I make a new User and log in it loads up with a black screen and the task bar and says that the system as loaded the default profile. This even happens if I log on as the system admin. My original profile loads fine but nothing else. I think It may be because the folder that holds all the basic information to make a new user profile has been deleted from my Users folder. Is there anyway of fixing this? Prohapps a place where I can download and replace that folder? I am using windows 7 ultimate 64bit. System restore has already been tried but the folder was deleted too far back to recover by that method.

Try this first
SFC /SCANNOW Command - System File Checker

If errors are found run 3 times

If that does not work
Report back and we will try a repair install.

ok I ran it and it said it had a error with a CBS log. I rebooted it like it said and it applied a update. When i run it again it says it encountered no errors. But this did not fix the problem. When I create a new user and then try to log on to that user it loads the default profile. Also when i try to type something in the search box on the new profile it will not show any results and when I hit "Enter" it will not search. So when I type in cmd in to the search box it will not pull up. I also tried to find it though the accessories folder it is not there. Keep in mind this all on the new profiles i create not my main. The main works fine still.

Try a repair install. Although, hopefully, your personal doucments, etc should not be touched, back them up to be sure.
