How do I reduce multiple download files to one?

I want to get all my data off my program drive. So I set up a Downloads folder in my data drive (E:/). Most of my downloads go there--but not all. A few go to C:\Users\Ivan\Desktop\Downloads instead.

I also have Downloads folders at
    C:\Users\Defaul
    C:\Users\Public

How do I ensure that all downloads go only to E:\downloads?

Depending upon what browser[s] you're using, each one can be "told" to save everything to: e:\downloads
Have a shortcut to each of your download folders because there are some downloads that will only go to their pre-determined download folder such as your user desktop folder, or user download folder. There are browser plugins or extensions or addons that will help you "tell" where each and every download is to go [with the exceptions of the pre-determined ones].
