    Cant access some files

I am running 64 bit version of win 7 ultimate build 7600.
I cant access some files, such as c:\documents and settings, which is actually a shortcut. When i go to"users" the files there have a small lock on them but i can still open them up so why cant i open up c:\documents and settings? I tried right clicking/properties/security and making changes there but they wont work. I get notices that i cant make any changes. Can anyone help me out with this? If i havent made it clear what i am talking about please let me know.
    .
    thank you

Documents and setting is a junction point, it is protected and should not be tampered with.

There is a Documents and settings, but as rich says, it is not to be tampered with. Iit is a protected operating system folder and, by default, is hidden.

Yes, there is such a thing, but you have to enable it in "folder options" under "hide protected system files"

So i believe my question is answered. There are other folders, such as in
"users/my name" that have a lock on them but i can open them. How would i take the lock off?
    thanks

It just mean that you can open then because you are an admin. And you have the right to pry into other privacy.

It means those files are not shared with the rest of your network. You can take the lock off by sharing the file using the permission settings.

Chev is correct, but I reitierate, there is very little need to go into those files and the lock is there for a purpose.
