cannot drag and drop files into programs

hi, first post and Windows 7 noob.

One problem that I am running into is that I cannot drag and drop files into programs - specifically music files into burning and editing programs. When I drag them into the program I get the plus sign that says dropping would be OK but no file loads. I have to use the 'open new' command and navigate to the folder to load the file. This has happened in 5 or 6 different programs.

Please help, thanks.
