Just confuse what happen with my Windows

Hello, Everyone I want to describe my problem that when I start my Windows normally and usually same as everyday and wait until all(program) load finished than start to do thing as past but I notice that when I click to open windows (ex.My Computer/Task Manager) they open normally but not respond to me (not allow me to move/close/minimize or maximize). However when I press Ctrl+Alt+Delete to swap to logon screen and cancel to go back they seem like normally(allow me to move/close...) What happen? And another of problem is when I CUT(Ctrl+X) my files (ex.program/document) they like transparent that they could, Then I paste my cut files to other windows but when I switch back to the windows that I have CUT my files NEXT FILE of my cut files become transparent like they have been cut but I have cut them yet. (If I cut two files the next two files will be tranparent like have been cut already) but when I refresh they be like back to normal, That's all.
