Look in the BIOS for something akin to "Memory Remapping".
The hardware must also be able to address beyond 4 GB, as well.

We had a few other posts similar to this, so guess we will just have to go over it again.

The system memory that is reported in the System Information dialog box in Windows Vista is less than you expect if 4 GB of RAM is installed

While this article references Vista, it applies to Windows 7 as well in this situation.

8gb memory installed - only 3.25gb usable Win7 64bit
8gb memory installed - only 3.25gb usable Win7 home premium 64bit. MSI MS-7358 mobo has no memory mapping facility. No on-board graphics. I have un-checked maximum memory in msconfig. Mobo states 8gb. Resmon shows 4gb reserved. All 4 x 2gb sticks are identical (crucial). Any ideas where to go next?
