Make taskbar occlusive/solid?

I don't have an issue with the way Windows 7 taskbar looks. I have an issue with the way it works.

Oftentimes a window would open with the taskbar covering its top, and I will not be able to drag it around. Whoever thought "hey, I bet people want to actually see some of the frustrating Windows flaws preventing them from doing the most basic things, so lets make a transparent but impenetrable taskbar and make windows appear under it so people would see them but unable to do anything with em" must've been a saboteur on Apple's payroll.

Anyways - can someone help me resolve this issue? Google shows nothing. Thank you

In addition to the above,try this: Click inside the Window and then press Alt followed by the Spacebar. Let go of these and press 'M' (for Move)
Let go of the 'M' and now use your down arrow to bring the window down the screen.

By your question I'm assuming that you have your taskbar set to 'Top' position as any other format has no issue with drag-n-drop of the taskbar? Also, can you make sure that you don't have it set to 'Always on top' as this can cause ALL applications to appear behind the taskbar.

Thank you guys for taking your time to respond to this.

While those are nice hints, they do not do what I want to do - make windows UNABLE to go under the taskbar. I do not want to make taskbar transparent, or to have the taskbar hide, etc. I want the windows to stop when they hit the taskbar border; an option to prevent them from going off the screen in any dimension would be nice to try out, too.

As for my taskbar location, right now it is on the top. WIndows do not open under it however if they do go under somehow it is annoying.
I moved the taskbar to the top because a certain program opened a window at the bottom and I was unable to access it because of the same stupid taskbar; later I liked having the bar at the top so it stayed there.

This is an age old problem in all versions of windows because people like the OP and I are oddballs and prefer the taskbar on top. My fix used to be shift+right clicking and "Move" ing it. Nowadays I have found an app called Sizer that lets me setup a "Center" profile that moves the window from under the taskbar. Note that I still need to access this at times by shift+right clicking the taskbar icon but it works.

There isn't one. Based on the multitude of information and help Orbital Shark has provided on these forums, I'm sure he simply misspoke.
