How do I remove the padlocks off my .exe files

Hello there, I got a problem with most my .exe files, they have padlocks below them. I tried taking ownership but after rebooting it just comes back. Any solutions to this. There are hundreds of .exe files in my laptop it would be hard for me to take ownership for them all and just come back like nothing happened.

I'll attach some files for you to check. (These are not the only files that has locks)

If you right click on the icon, then click Properties, does it show a button Unblock ?? If so unblock and see if the padlock disappears. If that's it maybe there's a way to do it in bulk.

Supposedly it's in the General tab. What happens if you click "run as administrator" in the Compatibility Tab?
