animation when minimizing and maximizing windows

Windows (or some other program) keeps disabling the "Animate windows when minimizing and maximizing" option under the "Visual Effects" tab of the "Performance Options" window. This occurs even when I have the settings set on "Custom." I have a Core i3 processor with the lastest Intel HD Graphics drivers, so it's most likely not because my computer can't handle the simple animations. I've read about people with the reverse problem (i.e., the option automatically enabling itself after you have disabled it), and in some of those cases it appeared to be a conflict with software from Logitech. But I don't use Logitech peripherals. Any suggestions?

Does it disable when you reboot, or other times?

It disables when I reboot, but it disables without rebooting, too.

Do a clean boot and see if it's disabled once you set it. If it's not disabled, re-enable services one by one.

How to troubleshoot a problem by performing a clean boot in Windows Vista or in Windows 7

The culprit appears to be the the Citrix Connection Center software (something that I need). Oh well.
