I used my Windows 7 for almost a year and it's starting to bug. If I format it, can I still use back the same CD-Key? Mine's a genuine.

I suppose you have a retail copy of win7 or an oem system builder? Retail is what you buy off a shop and has a product key on the box, System builder is the non-transferable single computer license you get in places like newegg. If yes, then you can reuse the key, yes.
Yes, that's always been the case with Windows. No key has ever been a one-time use only.
Is "retail copy of Windows 7 or an oem system builder" an original Windows 7 disc bought from a computer shop? The product key is the one at a card like thing right? I don't get what is system builder. I'm new at this, my comp used to get fixed by my bro but he's overseas now.
It doesn't matter what your license type is, since you are reinstalling it on the same computer. A system builder is the person/company who builds the computer...in many cases, is the owner of the computer. My computer was assembled by me, so I'm the system builder. OEM licenses means the system builder provides support, not Microsoft.
On a side note, if you are new to this....find a friend who's done Windows installs before, and have them look over your shoulder.
Back up your files, gather your program installers and Save a Win7 Backup image externally so you have a path back. Install Belarc Advisor to audit the Win7 Product Key to make sure it is the same as the one on the insert in package.

The installer is mostly driver-complete, with newer arriving quickly via optional Windows Updates. Any drivers then missing in Device Manager can be found on the Support Downloads webpage for your model computer or device.
