How to (disable) auto-re-open windows after re-start/re-boot?

Assume I have some open app windows on my desktop (like WinExplorer) or others.

How can I tell Windows 7 to AUTOMATICALLY re-open/re-start exactly these windows after a re-start/re-boot of windows 7 ?

Resp. how can I disable it for certain app windows?
