Keep in mind, the guest account (like any newly created account) has it's default settings. When you're logged into your own account, nearly everything you see on screen, including; task bar icons, desktop themes, gadgets, desktop icons, custom start menu, pinned items, colors, mouse speed, Pictures folders, documents folders, etc. All of those things belong to your own personal user profile and will not be displayed on other user accounts. Think of the two user accounts as two, totally different computers. Most user accounts are able to share installed applications, but that's about it. The two accounts don't share email, internet favorites, themes, libraries, and so on.
I don't have an answer to your mouse question, only that the mouse also has it's own settings for each user account.
