That price = about 850 USD. In US the processor is $280, The Motherboard is $90, The Graphics card is $130. Thats $500 in those 3 parts. I know that the ram, HDD, optical drive and case are not another $350. More like around $200-$250. Leaving around $100-$150 in profits, so it is not really that great of a deal. No monitor, no keyboard and mouse and no OS.
