OK. i ran sfc/scannow. i was reluctant to do this in the first place as i knew it would wipe my customizations, however as i use 7tsp to customize its not a big deal to redo.
so i ran sfc it brought back the help and support, then i ran 7tsp to re customize and after that checked help and support ,yup its back it wont run. so for some reason it has something to do with the 7tsp or the customization
will play around and see if i cant get them both working the way they both used to.

well ive spent a couple of hours messing with this, most of the time restoring and waiting on reboots etc,
its not possible for me to run 7tsp and have my theme with the help and support being able to start normally. when i have more time i will theme the pc without using 7tsp and see if help and support works then. it used to( im convinced it did) ,help and support isnt something i use much but its a good resource particularly if looking for a solution for someone on the forum,
so for now i live without it as i like my theme more.
    thanks all for input

Glad that you found the problem. Me neither i look at Microsoft Support document for help rather than the Help and Support
