Basically you can't do it at all.

ALL programs load and save files based entirely on their own internal coding. Every program is potentially different. You would /have/ to do it on a program by program basis but most programs do not have an option to permanently set the save location. Most of them will default to the users documents folders if they were writen correctly but then after that a lot of them remember the last save location as explained above. In those cases, simply save to the location you want and then if you always use that location it may work... Though then a lot of porgrams will always, by default, save back to the location you opened a file too, so if you open something with notepad NOT on your desktop then save it again, it'll go back to where it was.

Programs like IE may allow you to set a download location permenetly but in every case it'll be a program specific option. Every program is different and Windows does not have a way of making them all behave the same way I'm afraid.
