Hey People,
I have FINALLY, after month's of searching, found, and fixed the problem. It was an extremely simple fix, including no command line, clean install, repair install, memory checks, or any of the other plethora of possible, but incorrect fixes. It turned out to be something with my audio enhacement drivers/something. To fix it I:
Sound Settings > Speakers > Properties > Enhancements > Disable all Sound Effects > Sound Blaster > Disable All Enhancements
As odd as it may seem, the audio quality was not decreased in the slightest.
