Fans still run in sleep mode
Is it normal that when my computer is in sleep mode that my cooling fans are running? They are always running.

Yes, this is normal.
You've got to remember that in Sleep mode, most internal hardware such as CPU, Northbridge and other chipsets go into a very low-power state. Because they are still drawing power, they will also still generate heat, and therefore still require cooling.
Some more advanced motherboards will slow the fans so as to draw less power, but will never turn them off. The AMD "Cool-n-Quiet" technology on most AMD motherboards does this...
