Start Up Toolbar all in Internet Explorer Extensions - HELP!

We have a Sony Vaio with Windows Home Premium on it.

We are having an extremely annoying issue with it, and need some recommendations/help. I am pretty sure it is just some little setting that I am looking over, but don't have a clue.

Anyhow, the issue is happening within the start toolbar. We click on the little round windows button in the left hand corner and all the programs except a few (like solitaire) are Internet Explorer files. Word, Turbotax, Itunes, Windows Media Player, EVERYTHING. When you click on these Internet Explorer opens, and it acts like it is downloading a file and asks us if we should save or not etc etc.

All these programs are accessible when you go through C>Program Files>"Program Name" etc. and then you just find the program shortcut and it opens without an issue.

Do you guys have any idea what is happening? Thanks for the help!

Since these are all shortcuts, you may try this Icon Cache - Rebuild I wonder though whether you are talking about permanent entries (those that you pinned there yourself) in the start menu or temporary entries (those that appeared by themselves because you happen to use the program).

Start Menu - Change Number of Recent Programs to Display

Right click on the orb (the round window thingy on the left bottom) > click on Properties > then the Start Menu tab > then Customize and set the number indicated in the picture to Zero (0). Do the entries in the start menu disappear?

I just set that number to Zero, and nothing happened, same issue is happening. I believe we are talking about temporary entries, but the same thing happens when I click "all programs" open up one of the folders, all those program shortcuts are the same "messed" up way. Thanks for all the help you can give me!

These shortcuts are all ".ink" files. I am thinking this is normal?

Just ran the cache rebuild as well, it restarted the computer and everything, and still the same issue!
