Computer says I do not have permission

Why is it when I want to delete some files my computer says you do not have permission to do this or you need permission from somewhere else to do this.
This is my home PC and I am administrator, how can this be fixed as it is so annoying.
Would appreciate some elp.

This is how permission is given
You must understand what you are doing do not change permissions on any system files. Permission is for your own files and documents
