Windows 7: Control Panel access in a Standard User Account

Control Panel access in a Standard User Account

In my Standard User account, I'm unable to access Control Panel/Default Programs/Set Program Access. It says I do not have permission. I've tried going to the Start Menu and starting the program with Run As Administrator, same result.

If I go to the Admin account and make the settings there, they will only affect the Admin account, I believe.
Is there any way to do this other than temporarily changing the account to an Admin account to make the changes?
