How Can I Get Permission to Delete a Folder When.....

I'm the person I'm supposed to be asking for permission? I created a folder on the desktop when I was in the agonizing throes of trying to set up Windows 7. I now want to delete the folder. The problem is that there are files in it that I'm told cannot be deleted without getting permission from myself. This is very frustrating, as I don't know where to go to grant myself this permission. I've looked at Help and Support, which goes through the process of telling me what permissions ARE, but not how I can grant one to myself.

I have tried booting up in safe mode. That didn't work. I tried going to the command prompt as an administrator. No dice. I don't know what else to do. The folder only has 3 mb in it now, but its annoying as all get out not to be able to give myself permission to get rid of something that I created.
