Run a scan of Malwarebytes in safe mode
    Or do a System Restore

i'll try the malware thing but i cant system restore as i have been living with this problem for a month or two hoping it would sort itself out or was because of a program.

I've seen that happen after a failed uninstall of some apps. You can always run the System File Checker command, sfc / SCANNOW.

    Welcome
Try a clean boot and see if that determines the cause
