I found a possible fix which was a success for the person I'm quoting below:

Here it is as he describes the steps he took:

    1) I backed up the registry.
    2) Searched for occurrences of the word refresh and found this key: HKEY_CLASSES_ROOT\CLSID\{BDEADE7F-C265-11D0-BCED-00A0C90AB50F}\Instance
which contains three subkeys. One of them, curiously enough, is DontRefresh and it has a value of 1 (turned ON)
    3) I then changed the value to 0 (turned OFF) and hit F5 to refresh and save the now changed registry.

Guess what? Now, everything (moving, deleting, copying) works and even the Trash Bin refreshes immediately.
I will keep you posted in the next few days to tell you whether the fix still works.

    Good luck.

PS: I forgot to say that I have 3 machines and they respectively run Win7 Ult, Win7 Pro and Win7 Home Premium. Of course all of them showed this bug.

8 days and several reboots since the fix and everything is still working fine on all three machines."

hi and welcome to the forums :)
the desktop is normally for your shortcuts etc why dont you download to the appropriate files that windows explorer has by default? or make your own folder and call it what you wish? just a thought:)

This is worth running it solves errors in the file system

    Perform a SFC Scan

    1. Click Start, click All Programs, click Accessories, right-click Command Prompt, and then click Run as administrator. If you are prompted for an administrator password or for a confirmation, type the password, or click Allow

    2. Type the following command, and then press ENTER:

    sfc /scannow

A message will appear stating that 'The system scan will begin'. Be patient because the scan may take some time

    3. If any files require a replace SFC will replace them. You may be asked to insert your Windows 7 DVD for this process to continue

    4. If everything is okay you should, after the scan, see the following message "Windows resource protection did not find any integrity violations"

    5. After the scan has completed, close the command prompt window, restart the computer and check.

more information here How to use the System File Checker tool to troubleshoot missing or corrupted system files on Windows Vista or on Windows 7

If a Windows Resource Protection (WRP) file is missing or is corrupted, Windows may not behave as expected. For example, some Windows functions may not work, or Windows may crash. The System File Checker tool (SFC.exe) scans for missing or corrupted system files and repairs them.

Do you have a System Restore point from before this started? You can see if restoring to before it started fixes this problem. If not, you can always undo the restore point. A Guy

I have experienced this problem intermittently. Sometimes the files downloaded to the Desktop do not show until I refresh the Desktop (and brianzion, I always download files to my Desktop; I also never use the "default" user file structure created by Microsoft - the "My Documents" and other "My ... " folders on my machines are either empty or contain whatever junk the programmers think they should set their products to write there without bothering to ask for my permission).

Sometimes this does not happen for quite some time. Then it comes back. It never bothered me too much to investigate the cause and I do not think I saw this in any other folders (this seems to be normal on my Linux desktop at work, but that's another story :) ). But I would be very curious to learn the reason for this, especially why this problem seems to come and go on its own.

when you install the program read the terms and condition's before you tick in the box before the installation you will be surprised what you agree to
