I put every file (.7z, folders, png, jpg, jpeg....) into my hard drive from my computer and I reinstall my windows 7. After that, I plug in my hard drive and open the wallpaper, then I found that I don't have permission to see it. the zip fail shows "access is denied". I tried to edit user's permission, but all won't work. What should I do now?
Since you need access to a non-system drive/folders/files, use the Take Ownership reg. It should be said that you should not apply this to system files or folders, including my documents or what used to be accessed via Documents and Settings in XP. Those folders are now accessed through Users. A search will show you how to access them. Applying this regedit to system files will leave the system vulnerable to hacks, virus, malware, trojans, etc.

So do I just right click on the file and click take ownership? if yes then I have to say it still not working.
Yes, once the registry change is installed, you right click on a file or folder and select Take Ownership.
What happened when you did that? For me, a Command Prompt (Black background) window opens and some messages are displayed, then it closes.
Do you have another drive you can copy the file to? If so, see if it will open from the new copied location. You can also try copying it to your desktop to see if you have access from there. Take screenshots of any error messages using the snip tool:

I won't allow me to copy them anywhere. I pop up the "you do not have permission" box and have the "try again" and "cancel" option.
The first thing to do would be to create an image of the drive so that any damage to or permanent loss of files during attempts to resolve the issue will not be the result.

Do a 'File backup' rather than a Partition/Drive backup. This is so you don't carry any permission restrictions that might be attached to the drive/partition. If you are able to explore the image (after you create it), try copying files from the image to your desktop.
If you do have a backup of the files, check to see if you are able to copy or move them. If yes, reformat the drive in question and copy the backup(s) to it.
If no, and copying from the image doesn't work, then it's worth reiterating the Take Ownership method:
1) Back up your registry, saving the backup somewhere safe:
Registry - Backup and Restore
2) Unzip the downloaded file
3) Right click on the file, choose Merge
4) Log off and back on to the system
5) Right click on the problem drive and choose 'Take Ownership'.
Let it do its thing and try to copy the files again.
Worth saying again:
Do not apply this fix to your system drive or system files, junction points, etc.
