HI there

You can boot your machine in to Safe mode with networking to use the internet, it will have to be hard wired to your router though rather than wireless which won't work by default in safe mode. Start internet explorer and to tools > internet options > Connections > lan settings andhave a look at the proxy server tab half way down the page. If you have been infected with malware which sounds very likely it may well have ticked the proxy server setting, just unticj it the click OK OK and OK again and try the internet again and download the malware bytes stuff and do a full scan.
