Is 'File/Exit' gone completely in Windows 7? Am I now supposed to close from the red X in far right top?

No idea what you could be talking about. Whether or not you have a File->Exit menu item has nothing to do with Windows 7.

Vista and now 7 in 32 and 64 bit.
 
 

Perhaps ypou mean in Windows Explorer?
Click "Organise" On Left". Click "Layout"
Select "menu Bar"
Then you have your old menu bar back with "Files- Exit"

Menu Bar - Turn On or Off

If, however, you mean IE. Click "View" - "ToolBars" , and then Menu bar
