Typing " + o gives ö - how to get rid of that?
If I type the character " or ' , followed by a vowel, I get ä ë ï ö or ü . How can I get rid of that nuisance?

you'll need to switch your keyboard layout, this is intended behaviour for the key which has two accents on it, upper and lower.
