Then I would run the System File Checker by typing CMD in Start Search box, rightclick result to Run as Admin, type sfc /scannow
If this doesn't find and repair the system file responsible, then consider a Repair Install
You can also study the logs to see if any clues are revealed and follow other troubleshooting steps outlined in this link: Computer lags every couple seconds
