I run in classic mode.
I'm Administrator.
1) When I go to Control Panel > Users I do Not see a choice for Add Remove Users.
2) As Administrator when I go into CP > Users > Change User Acct Control Settings
it will not let me set the slider to "none" -- OK does NOT work, only Cancel.
All other slider setting cam be set (work).

I have Classic Mode set to use menus.
In the main Control Panel those choices do not appear.
I finally found the ability to Add a user under:
CP > Users > Manage Another Account
No delete account appears but assuming right now since only Administrator showing another menu choice may appear once created. Will post back if Not.
