Windows 7 - Error 1719 and No Windows Installer?

Hi,

I've had my Lenovo U350 for a about a year and a half. Towards the very beginning I've had this issue on and off, but never really noticed it. Today I tried to install steam.exe, but I keep getting an error 1719.

I went to services.msc and realized that I don't actually have a 'Windows Installer'. I know Windows Redistribute 4.5 does not work for Windows 7, so I was wondering if anyone knew how to solve this problem?

It is strange because I can install some things but not others. For example, I can install Digsby.

Edit: I noticed some sites said that the lack of Windows Installer meant that my Windows 7 is not legal/counterfeit. However, I purchased the laptop from Lenovo with a complimentary copy of Windows 7, and I have already verified authenticity, so that isn't the problem.

I tried this but I don't have a WOW64. Kind of strange

Yeah that solution doesn't work for my computer for some reason because the WOW64 doesn't exist. o.x
