One good place to look is in the tutorial sections here. they are free well written and you can digest them one topic at a time. there are some good learning materials out there do you have a particular topic in mind?

Most likely the certifications haven't finished the development process yet. As I recall from Vista, the certification process was completed around the time of the release to the public.
