Language Bar & LockTask Bar Probleme

i am new in windows7 OS , i install it but i have few problem

first i can't see the language bar


so i try this






and reboot my PC but i have nothing and i cant see it


that's one problem

lock task bar not working at all because my task bar is always lock wherever i disable lock task bar
