Try uninstalling the keyboard driver and touchpad drive and reboot the system; allowing Windows to re-install the drivers.
Make sure you have no external mice or input devices plugged in.
1. Click on Start
2. Right click on Computer
3. Select Manage
4. On the left panel, under System Tools, choose Device Manager
5. Look under the Keyboards list, uninstall your laptop keyboard.
6. Look under Mice and other point devices list, uninstall your touchpad.
7. Restart Windows, on restart, it should re-install drivers.
If after the drives being re-installed doesn't solve your issue, your best bet is to contact Toshiba. It could be a hardware problem. | My System Specs | | System Manufacturer/Model Number Lenovo Thinkpad T510 4314-2PU OS Windows 7 Professional 64-bit CPU Intel Core i5 540M 2.53GHz Motherboard Thinkpad 510 4314-2PU Memory Samsung 2 x 2GB PC3-8500 (1066MHz) CL7 Graphics Card NVIDIA Quadro NVS 3100M Sound Card Conexant 20585 SmartAudio HD Monitor(s) Displays 15.6" Notebook LCD 1600x900 Hard Drives Seagate ST9500420AS 500GB 7200.4 SATA 2 |

That sounds like your computer locale settings got messed around (changed to English UK most likely.) Go to the control panel, then regional settings and correct the settings in there.
You should also try reinstalling your touch pad drivers (as suggested earlier), or updating them even.
