Windows 7 is on a DVD, not a CD. Use a DVD drive.
Are you getting the prompt to Press Any Key to Boot DVD? What happens if you do?
Where did you get Windows 7? Did you burn the DVD yourself? How? | My System Specs

Perhaps if you burn another at 4x speed and let the program do a verify before it finishes, use this program at the link below, it never fails. Where did you get original DVD which won't boot? Are you using its extracted ISO to burn the DVD? Extract again using Imgburn, burn at 4x as stated.
If this fails, write the ISO to flash stick using UltraISO trial: On File tab open ISO, on Disk tab Write Disk Image, Format, Write. Boot under USB or HD's on one-time BIOS Boot Menu. | My System Specs
