Windows 7: lock program location on desktop

I'm a tad anal about program placement on my desktop. Unfortunately I'm also a little clumsy with my mouse, often accidently moving program windows when I didn't mean to.

The best solution, obviously, would be some sort of robotic prosthesis that would not make these mistakes of manual dexterity.

That solution not being available, I was curious if anyone knew of a utility that can "lock" or "pin" selected programs to certain locations so that they are no longer allowed to be moved or resized....?
