As far as I'm able to tell, there isn't anything from within Windows itself that will allow such functionality. I believe you'd need some piece of third party monitoring/management software.
If you're on a wireless connection it's quite easy, enter & save the password in one account and just not enter (or remove if it's already there) it on the other account.
Don't know if this is exactly what you are looking for but K9 Web protection works pretty well (and it's free)
Download K9 Web protectionBlock web sites in more than 70 categories, including pornography, gambling, drugs, violence/hate/racism, malware/spyware, phishing
Force SafeSearch on all major search engines
Set time restrictions to block web access during designated times
Configure custom lists for "always allow" and "always block"
Override a web page block with password
Trust the enhanced anti-tampering, even children can't break
View easy reports to monitor and control web activity
Real-time categorization of new adult and malicious sites
Best free parental controls software/internet filter available
Compatible with Windows or Mac machines
Would it be possible to use the firewall to block any conections from that user account or just any browser on that account but still be able to connect on a different user account normaly.
You could try that via the firewall's advanced security settings, but I think you'll find that the user could simply turn off the firewall. Though you could also go into group policy editor, and bar them from editing the firewall's state.
I really think that the above recommended software (K9) is your ideal solution.
Are you attempting to restrict your child, or what?
The following are just a couple of other ideas to check out.
Parental Controls might work???

As a side note,, the user Account does not need to be named Child, it can be any account,, they must be run as a Standard User, and UAC I do believe must be enabled.
But, give some pretty good control over the account across the system, and can lock a user down pretty good, and has monitoring.
You should also check Group Policy for things that should also be locked down,, such as not being able to install software without admin privs.
Group Policy Information
Group Policy - Apply to a Specific User or Group
Local Group Policies - Apply to All Users Except Administrators
Yes, you can find software that will do it,, some free, some not.
But everything you really need, is in Windows, you just need to learn how to use them.
Cheers for the ideas.WebMattR yes. Will try the K9 idea will report back if i sort it out.
