Minimized programs not showing up on taskbar

When I open one of my programs, I can see the icon appear in the task bar, but when I click on it to be able to use it, it doesn't open. I can see other programs being highlighted when I click the specific icon for the problem icon, but it never comes forward. I can however click the icon, use...

Does minimizing a program to the Task Bar and leaving it there for the day, using it off and on, use up more resources than we might suspect? I generally minimize Thunderbird and keep it open all day which makes it handy. Would it be wiser to close it after each use? Thank you.

Hi Guys I'm sure many of you would know what I am talking about. In Windows 7 when you minimize a window, it gets down onto the taskbar. But if you HOVER over it, it'll show you a little preview of the content of that particular window. How do I stop that from happening ? Thanks
