What other software are you running? What AV/spyware/malware programs?
Also it could be a program that you would never think of that is locking up the Recycle bin.

I had been a long time user of a file management program called PowerDesk, since the middle 90's. When I switched over from XP to 7 I bought the newest version of that program, version 8.
Once I installed it I noticed that putting things into the recycle bin took longer then what I remembered in XP and 7 before that program was installed.
Then when emptying the bin it would take FOREVER to empty. Deleting only 3-5 items in the bin at a time. To empty the bin of say 300 items, no matter the total size, would take minute, multiple minutes like 10+. I had a hard time tracking it down to the PowerDesk program but once I removed that program the bin empties in a snap of my fingers.
So it could be some other program that is somehow locking up the bin.

Well uninstall those programs and see if it continues. AVs and the like programs are notorious for scanning every file that gets moved around and putting hooks into the file system in the guise of protecting you.

If it bother you to be connected to the internet without some of this protection then unplug your Ethernet cable or turn off your router until you finish the tests.

Ok then. But have these programs been updated recently?

    Have you installed anything else?
