Windows 7: Win7 Random Window Refreshing Bug

Win7 Random Window Refreshing Bug

I'm having huge issues with window refreshing, and it's not limited to browsers.

What happens is the active window just begins automatically refreshing rapidly, as if you are holding down the F5 key. It makes the system unresponsive, and if you are in the middle of a document or something it basically wipes it out if using the browser at the time.

Adblock plus and NoScript is installed in firefox, but does not stop this behavior.

It rarely stops on it's own, and pressing Ctrl-Alt-Del is about the only way to get it to quit

Here is an example of it happening even with the Task Manager.

Appears to be an SP1 problem.

It's set on 60Hz. I have a Toshiba 40" flat LED TV. Used it for months without problems until SP1.
