C:\Users\Username\Desktop is Empty.

C:\Users\Username.

I changed the location of all folders except Desktop to another partition.
Now, when I click on C:\Users\Username\Desktop, it shows empty.
Is it ok (Desktop is not empty by the way) ?
Should I relocate all the folders to their original location?
Any suggestions about that?

P.S.: Why cannot Windows access a folder in a HFS+ partition even though Users, Username (Administrator), and Administrators has full control and even though Windows can create the folders (It was able to create the folders, but not the files, Owner is the Username (Administrator))?

The items you see on your desktop may be on the All Users desktop, not your personal one.

If you say you moved "All" folders - are you talking about user folders (Documents, Pictures, etc.) or did you move system folders too. And how did you move them - with the Location tab in Properties??

contacts, documents, etc. links, favorites...everything but the desktop.

Fresh install.
No other users.
I was wondering if I did something wrong.
But I checked now, did put a shortcut on the desktop, and it just showed that one, so you are right.

That is done by the individual creators of apps, not by Windows. Most app developers assume that every user on a computer will use their program, so they put the shortcut in All Users.

Right.
So, what happens if I move C:\Users\Username\Desktop to Links\Desktop?
When I click on Links it is showing everything (even the items not on the desktop such as libraries, network, user folder, and homegroup)? -Just asking, answer is no big deal-

I don't recommend moving anything under the users structure, but that's just me.

I know it is not a good idea to mess with it, just some programs are saving their settings to documents, and at every install, I am having to create those settings again. That is taking time.

But unfortunately, when you move documents, you move all the documents, not just the ones you want.

I saw that it is better not to mess, because it will be creating folders in my 10 GB documents folder in the other partition, and it can confuse me where did this folder come or what to delete, and what not.

What program(s) are saving settings to documents?
