Desktop Glitch - or something like it.

Does ANYONE know why this is happening:

When i run steam that, whatever it is, appears on my desktop and I cannot move it, and it disappears as I close Steam.

*sorry if this is wrong forum - please move accordingly.

Hi,

It looks like this isn't the only glitch/particles that steam produces, have a look here What is this? and looks like closing then re-opening seems to fix it (for a while ).

Well I know it clears it after a while, but just returns. There isn't a fix to this, do we even know why that's happening? Or is the problem on steam's side?

Anyway, thank you.

I would call it a problem on Steam's side as no other program (that I know of) causes the same issue.
