Windows 7 or a service pack have no effect at all on drive motors, and according to your device manager the drives are correctly installed and working.

When you click on the drives in Windows explorer, what message do you get?

Have you recently changed any BIOS settings?

Win7 Enterprise, Win7 x86 (Ult 7600), Win7 x64 Ult 7600, TechNet RTM on AMD x64 (2.8Ghz)

Here is a tip that has worked 90% in the past.

Uninstall the optical drives in Device Manager.
Power down the computer to OFF. Disconnect the optical drives power & data cables.
Power ON the computer for a full cycle, check to see that NO optical drives are shown in Device Manager. Power down the computer to OFF. Re-connect the power & data cables to the optical drives. Power ON the computer, making sure it is connected to the Internet so win7 Updates can check for the most current drivers. Then let's see if they work.
