Windows 7: Scrollbar Settings?

Scrollbar Settings?

On my Mac there is a setting to change the scroll bar so it jumps to the spot I click instead of moving page down or up. How can I do this in Windows 7?

It is not an option. Whenever You have long scroll line and You click on it , it goes to the point of it corresponding to the section You want to go.

I'm not understanding. What do you mean by a "long scroll line"? And if you click on the scroll bar, how does it know where on the page you want to go????? Do you click on a certain spot on the scroll bar --- like for example, 3/4 of the way down if you want to go to a certain spot that's about 3/4 of the way down the page?

I've been experimenting with the vertical scroll bar in MS Word and I've discovered that underneath the scroll bar there are three sections --- the middle one is "Select Browse Objects," in which you can choose between 12 different options of how you want to proceed down the document. But other than that, if you click above or below the scroll bar section itself, it just takes you to the next page or the previous page. IE is similar --- if you click above the scroll bar it takes you to the previous section - and below the scroll bar it takes you to the next section.

Yea, basically clicking above is the same as pressing the PageUp key. Clicking below is the same as clicking the PageDown key. I just wanted to have it jump to the spot I click, instead of moving by section. I guess this is not possible.

If you click and hold the mouse button down it will scroll up to the mouse pointer.
