Disappearing Dock

For some reason the "dock," or "ribbon" along the top of the screen, a feature of Windows 7 I have come to like, has simply disappeared. I tried turning the machine off and waiting to restart. No luck. Any suggestions?? Thanks.

Ribbon interface is supported only in certain programs in Windows 7 (Wordpad, Paint etc.) and in stand along programs like Microsoft Office.

Please specify what application are we talking about here? And please post a screenshot of this issue.

External Dock
Any body have suggestions on an external dock. Self powered with a sata connection. The ones I have been buying are lasting less than a year. If you box it up and ship it back, you have almost the price of a new one. I want one that the disk is easily unplugged and a different disk can be inserted.
