Looks like your language files corrupted or something.
Try to switch Windows to another language in Control Panel and if this bug stays.

And probably check all tabs of Region and Language (in Control Panel), just in case.
What is your Windows 7 edition?

It's still not working, I tried to uninstall the English pack but it won't allow me to, is there any other way or must I download another language pack from the update?

Depends on your Windows edition. By edition I mean
    Windows 7 Starter
    Windows 7 Home Basic
    Windows 7 Home Premium
    Windows 7 Professional
    Windows 7 Enterprise
    Windows 7 Ultimate
From you system spec I have already know that you have 64 bit.

In Control panel - Region and Language - Keyboards and Languages tab, there is a Install/Uninstall button.

Do not uninstall any languages, if you have only one, you would not be able to anyway.

Instead install some other language, which you know more or less.

I would rather use any Latin based language, but it is ok.
Use any language that is available in your menu here.

I do not have any languages available, so if you want to post screenshot.

If there are no languages available in that menu use this tutorial
Display Language Packs - Install and Uninstall

    and this one again
    Display Language - Change

Or you can download language packs as a separate files from here
