Hi, rossmodel. Could you clarify what mouse effect you want? In Windows 7, you can set custom mouse pointers, as shown in this tutorial:

hi, I want the spinning stars around my mouse cursor because I have 2 large monitors and the spinning effect can make my mouse cursor more obvious.

I don't know about that, but there is an option in the Mouse settings (Pointer Options tab) in Control Panel that you can turn on so that whenever you press Ctrl, a target appears around the cursor, helping you find it.
