    Windows Modules Installer Error 1017

I can't start the Windows Modules Installer service.
    I'm getting an error saying:
Error 1017: The system has attempted to load or restore a file into the registry, but the specified file is not in a registry file format.

Could someone please help me get this started?

    Win7 Professional
The Windows Modules Installer service is in Manual startup type

    Thank you,

    Thanks for the reply...

I tried the clean boot. The Windows Modules Installer service came up with the same error.

    In MSConfig:
I unchecked Load all startup items.
In services I checked hide all MS services.
    I disabled all services.
    I re-booted.
I tried starting Windows Modules Installer service.
    It produced the error.

    Any other ideas?

    Thanks,

I tried running sfc /scannow as administrator
    I get an error saying:
"Windows resource Protection could not start the repair service"

I tried running net start trustedinstaller
    I get an error saying:
    "A system error has occurred."
    "System error 1017 has occurred."
"The system has attempted to load or restore a file into the registry, but the specified file is not in the registry file format."

I tried booting to a Win7 DVD and running:
    sfc /scannow /offbootdir=c:\ /offwindir=c:\windows

    I received an error saying:
"There is a system repair pending which requires reboot to complete. Restart windows and run sfc again."

I did restart. And came up with the same error.

The file on C:\Windows\Winsxs\Pending.xml is not present.

    I found a log in:
    C:\Windows\Logs\CBS\CBS.log

Do you know of any third party software that would/could effect this?

    Thanks,
