Can't access many administrator tools / permissions error

I'm logged on as Administrator; it is only account on the computer.
Recently I found I could not access many system admin tools and when I try I get error of you may not "have the appropriate permissions"

This applies to "Services" "Component Services" "Computer Management" Also get same error when I click on Desktop Computer Icon and select "Manage"

Running Win 7 Home with all latest updates.

I'm not trying to access through a network but directly in Win 7 to the hard drive it is installed on. If permissions applies in this case, what files to I give permissions to that control access to the System Management functions for the administrator (me).

If that does not work With this Real administrator you can probably access all files
Be careful not to change anything that can affect the system. Many times access is not given to a specific file because it can do damage to the system

I'm already running as administrator, the account I originally installed for win 7 and the ONLY account on my home computer except "Guest" which is disabled.

The first thing the instruction at above link says is to right click on the folder you want to share. My point above, is that I don't know what folder that is, i.e. what folder relates to "Services" "Component Services" "Computer Management" and such. I can't use the info at the link you gave if I don't know where to begin or what folder the issue relates to.

And again, I'm not trying to share folders on a network but to access folders on my own computer of which I am logged on as administrator. I assume the link info applies to local access also but it and you did not say so.

SUMMARY AND UPDATE AND QUESTION

OK,

No one came up with a solution but I found a work-around which may also clarify the nature of the problem and suggest a fix to someone who can then tell me how to repair what is broken on my Win 7 system.

I'm logged on as Administrator; it is only account on the computer.


* To summarize the problem, I recently found that I could not access the administrator functions for computer managment on my home computer (not a network issue). For instance, when right clicking on the main "Computer" icon on my desktop and selecting "Manage" I would get an unspecified error.


* Going in through control pannel could not access many system admin tools and when I try I get error of you may not "have the appropriate permissions" This applies to "Services" "Component Services" "Computer Management"


WORK AROUND: Today I found that I can open the ADMINISTRATIVE TOOLS foder in Explorer directly and then right clikc on one of the management functions and select "Run as Administrator." Then it let's me in OK and I can control things.

SO WHY CAN'T I ACCESS THESE FUNCTIONS IN THE NORMAL WAY?
